Self Service Desk Connection Problem

I'm receiving this error when a user trys to submit a ticket.

A connection attempt failed because the connected party did not properly responde after a period of time, or established connection failed because connect host has failed to respond .....

A note, the Tickect is created, but the user doesn't know that because of the error ?
