Attachments and business rules

I have actually logged a support ticket about this as well, in case there's some way to do it at present without requiring a new version, but I would like the ability to write business rules around attachments. For example, I want to reject change requests logged by our technicians if there are no attachments because they're supposed to attach supporting documentation when they create the request. Likewise in the documents section I want to be able to update the "modified by" and "modified date" when a user edits, adds or deletes an attachment etc.
