Help with Self Service Portal

We're looking to implement the Self Service Portal for our users. We can get them to log in fine but when they try to create a new incident the "General" field cannot be edited. Is this something we will need to change in the code for the page, or is it something that needs to be enabled?

Since there's no 'General' field are you talking about the summary and description fields? Are you saying they are grayed out ?
