Allow throttling of system resources used by INA32

I've been using Alloy Navigator for several years now. In our environment, I have Network Discovery set up to run in the background once per week. Under Asset Navigator 4, INA32 caused a noticable tax on the user's system, but it was tolerable. Under the current version, however (we are using INA32 version 4.8.0.1301), INA32 consumes more resources. On a regular basis, I get support calls from users who complain that their systems aren't responding. They will try to open a network file, and just get the hourglass. They will try to open a web page, and it will take 3+ minutes to load. They will open Task Manager, and see that none of their applications are responding. This is what happens when INA32 is running.

I would like to have the ability to throttle INA32, when running in the background, to use fewer resources. Thank you for considering this!

You can actually do this via the command line with the start command.
