ticket not submitted

I am trying to get the web help desk running. It is version 4.5.3, I have been able to setup users and can view old tickets, change user password, register new users, but when I try to create a new ticket it comes back with this error.
Ticket has not been submitted - You cannot add or change a record because a related record is required in table 'HD_Ticket_Status'
