users cant register in the web help desk

When a user tries to register I get this error message:

Web End user "John Doe" already registered. Please contact your Help Desk Manager or Administrator.

There is no account listed in the user manager. The contact info doesn't seem to give me a way to set the password there. The only record of the user in the database is in the contact list.

We are using standard authentication on an NT 4.0 domain.

What am I missing?

This generally occurs if users enter information (such as email address) that does not match existing data in their contact record. The self-registration procedure cannot automatically resolve such a conflict, so throws this error.
