Adding a Knowledge Base article

After installing the technician's web page in our network, I have a question about the knowledge base. Why can't you add a new knowledge base article or edit a knowledge base article from the web page? Is there a setting that I need to change or is that the way the web page is setup by default?

This is the expected behavior- you can't edit the knowledge base via web browser, only view it.
