Help Desk difference

What's the difference between User's Web Help Desk and Technician's Web Help Desk? Can I track incidences just with the User's Web Help Desk module? If so, why is Technician's Web Help Desk intended for?

The user's web help desk only allows you to submit tickets and view your own tickets. The technician's web help desk as more general functionality. It can be used to view, modify, and delete all tickets, add attachments, view the knowledge base, link tickets to computers, etc.
