I would like to know if the following can be done. A user submits a ticket, then it is assigned to a tech who completes some work and wants to pas it on to the next tech. Will the email notification email the second ticket when assinged. Right now it doesn't work if it can.

The 'Assigned' notification is only triggered when the Status changes to Assigned from something else. To trigger a notification for an already assigned ticket, first change Status to Unassigned and hit Save. Then choose the new technician in Assigned To. The Assigned notification will be triggered.
