email notification

I can not get asset navigator to send a closed ticket email to the requester. I have all other notification working but the closed ticket. The requester gets an email when the ticket is assigned and when activity is added but not when closed. Requester is the only person set to get a notifcation when a ticket is closed. What should I look for?
